Here's a clear breakdown of the full delegation process. For the 2027 National Black Action Convention that will take place in Chicago, IL.

HOW THE PROCESS WORKS
1. Census Population Assessment
Using 2020 U.S. Census data (2023 ACS estimates where available), each state's Black or African American alone or in combination population is recorded. This number determines how many voting districts the state receives and how many delegates it sends to the National Convention.
Example: Georgia has ~3.6 million Black residents → assigned 6 districts → sends 18 delegates.
Wyoming has ~4,000 Black residents → assigned 1 district → sends the minimum 3 delegates.

TIER 1 - SMALL STATES

TIER 3 - LARGE STATES
5 Districts. - 15 Delegates
3. District-level Elections
Within each district, 3 delegates are elected by registered participants in that district. Any Black community member 18+ who registers with their state organizing committee may vote. Candidates must live in the district they seek to represent. Elections can be held in-person, hybrid, or digitally, determined by state organizers.
Each district elects: 1st Delegate · 2nd Delegate · 3rd Delegate (top 3 vote-getters advance)

Each state is divided into 3 to 6 voting regions/districts based on where Black populations are concentrated, cities, metro areas, and counties with high Black population density are prioritized. Districts do not have to follow existing congressional lines; they reflect community geography.
TIER 4 - HIGHEST POP.
6 Districts. - 18 Delegates
All elected district delegates form the official State Delegation. The state delegation selects a State Delegation Chair to coordinate logistics, communication, and voting bloc decisions at the National Convention. Delegation membership is certified by the state organizing committee before travel.

TIER 2 - MID-SIZE STATES
4 Districts - 12 Delegates
All certified delegates from all 50 states convene at the National Convention to:
Debate and ratify the National Black Legislative Agenda
Vote on the official founding structure of The People's Party
Elect national party leadership and officers
Set the party platform, bylaws, and next action steps
Each state delegation votes as a bloc or individually depending on convention rules. A simple majority (or supermajority, as agreed) ratifies agenda items.
